The Nikkei and other papers in the takeover group belong to Nihon Shinbun Kyokai (the national editors and publishers association). That runs total self-regulation, monitored in-house according to various “canons” of conduct, including one that says “member papers should maintain decency both editorially and in the area of advertising; and in their circulation practices they should at all times exercise moderation and good sense”.
