Newspaper publishers have announced the latest stage in their creation of their new regulator, the Independent Press Standards Organisation (Ipso).The former judge who chairs the "foundation group", Lord Phillips of Worth Matravers, and the former civil servant, Sir Hayden Phillips, who was selected as chairman of the "appointment panel", have named the panel's members.They are former supreme court judge Lord Brown of Eaton-under-Heywood, former Manchester Evening News editor Paul Horrocks, former chair of the Commission for Social Care Inspection, Dame Denise Platt, and the current editor of The Times, John Witherow.The appointment panel's task is now to select the chair of Ipso's board. That person will then join the panel's members in order to select the board's directors.
