The 9th-gen iPad is the budget pick in our iPad buying guide and earned a review score of 86 when it arrived in 2021. It's showing its age these days, as it still has a Lightning port, Home button, non-laminated display and thicker bezels than Apple's newer tablets. It doesn't work with Apple's latest Pencil stylus or iPad keyboards, either.
